89 SS 1 Meeting Vehicles
MV operators must drive to the right (or correct side of way with traffic patterns) so other vehicles may pass w/o interference

Passing on left: do when safe, return to right when safe shall not obstruct passing vehicle

a. Whenever there is an obstructed view of for at least 400ft must drive on the right middle way when safe
