1. Follow the 10 Quality Site Requirements
2. Do NOT accept payment, solicit donations, or accept refund payments for federal or state tax return preparation
3. Do NOT solicit business from taxpayers you assist or use the knowledge gained about them (their information) for any direct or indirect personal benefit for yourself or any other specific individual.
4. Do NOT knowingly prepare false returns
5. Do NOT engage in criminal, infamous, dishonest, notoriously disgraceful conduct, or any other conduct deemed to have a negative effect on the VITA/TCE Programs.
6. Treat all taxpayers in a professional, courteous, and respectful manner.

The Intake Process
1. Greeting the Taxpayer
2. Ensuring Taxpayer and spouse, if applicable, have photo identification
3. Verifying the Taxpayer has SSN or ITIN required documentation
4. Explaining the Return preparation process
5. Providing Form 13614-C to the taxpayer for completion, and explaining documents required
6. Determining the return certification level
7. Assigning the taxpayer to a qualified tax preparer
The Interview Process
1. Interviewing the Taxpayer
2. Checking Photo ID for the taxpayer and spouse, if applicable and verifying SSN or ITIN for everyone on the return.
3. Preparing the Tax Return
The Quality Review Process
1. Inviting the Taxpayer to participate
2. Reviewing the return for accuracy (Steps for performing this are listed on 13614-C, Part VII)
