Dependency:
When a child becomes dependent on the state for care.
Something poses a safety threat to child:
1. If it is immediate- sense of urgency
2. The harm the child experienced can be moderate to severe harm
Contents of Protocol
Safety Determination Form- CFS 1441
Safety Plan- CFS 1441
;Placement Cases:
1. Within 5 working days after a worker receives a new or transferred case when there are other children in the home of origin
2. Every 90 calendar days from the case opening
3. When considering the commencement of unsupervised visits in the home of the parent or guardian
4. Within 24 hours prior to returning a child home
5. When a new child is added to a family with a child in care
6. Within 5 working days after a child is returned home and every month thereafter until the family case is closed.
7. Whenever evidence or circumstances suggest that a child's safety may be in jeopardy
Mitigation

Time:
-Safety: Considered danger or harm now in the very near future
-Risk considered a longer term threat
Degree of Harm
-Safety: Concerned with the potential for moderate to severe harm
-Risk: Concerned with the full range of severity of harm (low to severe)
Purpose of Intervention
-Safety: Control the situation to prevent harm from occurring in the short-term
-Risk: Resolve of reduce the problem that leads to the risk

3. Record family strengths and mitigating circumstances
4. Make safety decisions
