JIPOE Step 2: Describe the Impact of the Operational Environment
Evaluate/describe broad COAs and impact of operational environment on adversary/friendly/neutral military capabilities; final result is preliminary prioritization of adversary COAs
JIPOE Step 3: Evaluate Adversary & Other Relevant Actors
Adversary capabilities and limitations; current situation; COGs; adversary doctrine, patterns, TTPs
JIPOE Step 4: Determine Adversary & Other Actors COAs
