1. INTRODUCTION
This Western Range Voice Switch Upgrade Project Risk Management Plan (RMP) delivers the project a dependable method to manage risks to ensure success. Unlike issues, risks relate to events that could transpire and may affect the project’s scope, schedule, budget, business performance, or change management objectives. Risks are measured in terms of their likelihood of occurrence and their impact, as they relate to the program. Risk is defined as any apprehension that could impact the capacity of the
project to meet its scope, schedule, budget, change management, or business performance objectives. Risk management involves the process for identification, assessment, mitigation, and management of the project risks. It drives decisions that affect the development of the business capability and the management of the project. This RMP serves as a guide to all team members on managing project-wide and team level risks. The risk management process will enable the project to create strategies to
effectively address potential barriers to project’s success.
1.1 PROJECT DESCRIPTION AND OBJECTIVES
Indyne Inc. is upgrading its Western Launch Test Range Digital Voice Switch. This task will be a long term project due to the design on the hardware and software are going to be a one of a kind because of the size of subscribers that need to connect. The purpose of the project is to install an entirely new voice switch, test, and implement in parallel to the current switch. There is still a real time mission the Indyne must support.
Objectives of the Risk Process:
• Pick a stratigic location to install the mounting racks.
• Run and test new CATV and Fiber Optic to each of the subscribers.
• Install Hardware once it arrives from supplier.
• Install Software into switch mainframe, test, verify functionality and provide user training.
• Test entire system for compatibility, usability, and check for any software issue that can found and
modified.
• Cut over and test all 500 subscribers to new switch. (Require downtime to complete) • Receive approval from stakeholders to complete. • Remove old switch hardware
Objectives of the Risk Process:
The goal of Indyne Inc. Digital Voice Switch Project risk management process is to ensure we identify any and all anticipated risks and to prepare the Project Team and the Stakeholders to manage the risks if realized said risks occur. The procedure will be to prepare apprehensive parties to respond rapidly to signs of risk in order to maintain the risk level at an adequate range while meeting the objectives of the project. Due to the need of the US Air Force and NASA this project is extremely visible; a moderately low risk level is acceptable. This project defines “acceptable risk” as follows:
• Risk realization will extend the project deadline not more than 6 months
• Risk realization will exceed the Project budget by less than 10 %
Attaching such a low acceptable risk level to the project gives it a greater opportunity for the goals and objectives to be completed, therefore puts the burden on the project team and stakeholders to recognize the risks that could impede and create unacceptable risks while having apposite reactions to them. This level of acceptable risk will have negligible bearing on the key first tier priorities. Additional time (6 months) and further funding (10 percent) should have negligible impact on the ability to install and remove the Indyne Inc. Digital Voice Switch in compliance with US Air Force and NASA regulations and maintain near perfect performance for ongoing Missions.
